Flood Damaged Cars Being Sold With Clean Titles

We?ve all seen the devastating tragic pictures from floods, houses submerged, people in rowboats and cars underwater. The resulting vehicular damage from the flooding is always massive. Because of that, the auction circuit becomes "flooded" with these cars, trucks & SUVs. No one wants to buy a flood-damaged vehicle. But it isn?t always easy to tell, and there are some unscrupulous resellers who will try and palm off a flood car on you if you aren?t careful.
How It Works

Either salvage, rebuilt wreck or flood. They take possession of the vehicle then it?s hauled off to an insurance auction. Most buyers represent legitimate businesses but there are also unscrupulous vehicle re-builders who own "chop shops" among the group. These vultures are vying to buy as many formerly premium vehicles as they can at the lowest possible price.
They will rebuild them as cheaply as possible and sell them back into the auction circuit. The auction buyer is their prey. When these vehicles are sold back into the auction circuit, they are generally moved across the country, far from the location of the scoundrels that sold them. Purchased by some dealer who wasn?t good at spotting the telltale signs of a flood vehicle, or is so intent on finding a deal, he doesn?t look closely enough. The flood cars are then taken home to his lot and sold.
So, what is going to happen to a flood damaged car? The vehicle may perform admirably for a few months, and then it slowly evolves into a money pit. The strange part is that the breakdowns are due to what seems to be water contamination! How can this be? Joe Customer lives in the driest section of Arizona! Yet the various problems and issues afflicting the car clearly show that it was submerged in water.
There are several reasons cited for why some people avoid the dealerships for repairs and maintenance. Perceived higher pricing, non-personal service and attention to customers, less recourse in the event of a problem, and technicians paid on a flat-rate basis. You get suspicious and run a title history report on the vehicle. You discover that it was totaled in a flood in Memphis six months earlier. How could this have happened to you or the dealer without anyone knowing? A better question is: "How do you avoid getting into this position yourself?"
Answer, conduct a pre-purchase inspection and title search on any and all pre-owned cars you may purchase, whether the car comes from a new-car dealer selling the car as used, a used-car lot, local mechanic shop that sells cars or a private seller. What turns up in a good pre-purchase inspection? A trained eye can pick out such things as paint over spray indicating body damage repair, frame damage, water damage, and major repairs. What Do Trained Technicians Look For When Conducting A Pre-Purchase Vehicle Inspection?
Water Damage: Water lines in the engine compartment, trunk, and doorjambs. They check electrical connections for excessive corrosion, which usually takes the form of a green, crusty substance in the electrical plugs and junction blocks. They look at the seat mounting bolts where the seat fastens to the floorboards to see if they rusty. If so, why? Was the vehicle underwater?
The techs check the carpet for proper fit. If its loose or wrinkled, its possible that the carpet was removed to repair water damage and then re-installed sloppily. Conflicts With The Models Equipment List: If the vehicle is supposed to have a specific type of engine or set of equipment, and it does not, the technicians will want to know why. Missing turbo charger? Engine block heater? Disparities such as this are indications that the vehicle may have been rebuilt. Make sure you are educated on the model you are seeking to buy. Know what equipment should be in place and if it is not, find out why.
Check The VIN: Qualified technicians will check the VIN (Vehicle Identification Number) closely for any discrepancies between the title, ID tag at the base of the windshield, and the tag on the driver?s door. Any differences could be an indication that the vehicle was given a new VIN.
Engine Oil Dipsticks: These are checked for heavy varnish or black deposits. The presence of these may indicate the engine has been habitually run low on oil and/or the oil has not been changed or the engine run in an overheated condition. In addition, emulsified (milky) oil could be an indication that the vehicle was under water.
Power Steering Fluid: The fluid is checked for color and the presence of metal flakes. Blackened fluid impregnated with metal flakes is an indication of wear in the system. A milky color indicates water is/was mixed with the fluid and the vehicle was possibly submerged.
Automatic Transmission Fluid: This should be red and clean. A brown color with a burned smell can be an indication of a worn transmission. A strawberry milkshake color indicates water is or was mixed with the fluid.
Engine Coolant: This should be "Clean-n-Green" (or orange in some cases). The presence of dirt and a burnt smell may mean anything from neglect to serious engine damage.
How "Title Washing" Works
How does the thief remove the brand from the title that was issued by the insurance company? When an insurance company labels a car "totaled" as a flood victim, the title is branded as a flood loss. The original owner is paid for the loss and the car now becomes the property of the insurance company. It is taken to an insurance auction to be sold to the highest bidder. Chop shops and unscrupulous rebuilders with the intent to restore the vehicle as cheap as possible and sell it at auction buy the flood vehicle at the auction and rebuild the car to running condition.
Next, they run the vehicle over state lines and re-register the vehicle as they go. Sometimes they assign a new VIN (Vehicle Identification Number) to the vehicle. As the vehicle is re-registered over and over, eventually the insurance brand is removed or "washed" clean from the title, hence the term? Once a clean title is issued, the thieves either feed the vehicle back into the auction circuit or sell it outright at a big profit without disclosure.
It gets worse. When they sell it at auction, they will bring along co-bidders to bid against other dealers (both present and online) to drive up the price of the vehicle. The rebuilt clean-titled flood victim is sold at a premium wholesale price (much higher than the thief invested in cost factor and labor), takes it across the country to your local car dealer. You buy the car and in doing so, inherit a laundry list of problems that will come to fruition over time much like a time bomb ticking away ... tick tock tick tock...
Does This Really Happen?
Yes. Back in 1999 a batch of title washed vehicles made it into the Buffalo, N.Y., market. The Mississippi River was the culprit, swelling its banks and, many cars were lost. A large number of them ended up in the Northeast through the auction circuit where they were purchased by dealers and sold to unsuspecting customers. About three months later, these vehicles started dropping like dead flies on the roadways. The investigation uncovered the source of these vehicles, the Mississippi River flood. They had been rebuilt, titles washed and sold to the highest bidder.

ORANGE, Calif. (AP) ? Flamboyant former NBA star Dennis Rodman was sentenced in family court Tuesday to 104 hours of community service on four counts of contempt for failing to pay child support.
Court Commissioner Barry Michaelson also placed Rodman on three years of informal probation. The sentence includes the condition that Rodman pay current child and spousal support obligations.
"My suggestion is to use your talents as a motivator, as a fine, fine athlete and as a fine person to assist others in need," Michaelson told the retired basketball player.
The sentencing put an end to one of the disputes in the long running case, which began when Rodman's now-ex-wife filed for divorce in 2004. But Rodman still faces additional contempt charges and allegedly owes back child support in an amount that Michelle Rodman's attorneys say exceeds $800,000.
On Tuesday, the towering former star rebounder said he'd do whatever community service was required near his home in Florida, possibly working with children, and did not begrudge his former wife.
"It's all about the kids," Rodman, 51, said of the ex-couple's two children after the hearing. "It does suck the fact that it had to come to this."
Rodman was found guilty of the four counts of contempt last year for child support owed in 2009 and 2010.
Rodman's attorney Linnea Willis said the four charges stemmed from a period of time when he was expected to pay $50,000 a month in child support. That amount has since been reduced ? to $4,500 for child and spousal support ? and Rodman is now current on those obligations, she said.
Rodman ? known for his wild behavior, Technicolor hair and his rebounding skills ? married in 2003. For years, he and his former wife have been feuding over custody and support of their children, ages 10 and 11.
After Tuesday's hearing in family court in Orange County, Michelle Rodman declined comment. Her attorney, Jack Kayajanian, said he was pleased with the judge's ruling and an award of $32,500 in attorney's fees.
The outstanding disputes over back child support and additional contempt charges will be addressed at a hearing on June 22.
Willis has claimed that Rodman owes far less money in back child support than his ex-wife's attorneys allege.
Court documents filed earlier this year indicated that Rodman was "broke." His tax return from 2010 shows he earned roughly $150,000, but his financial manager said he owes significant amounts in back taxes. She also said Rodman's alcoholism has tarnished his image and made it difficult for him to obtain corporate endorsements and other work.
Rodman was a bad-boy star of the Detroit Pistons and won three NBA championships with the Chicago Bulls. He also played for the Los Angeles Lakers, and lived in California's affluent Orange County before moving to Florida. He was inducted into the NBA Hall of Fame last year.
Rodman dated Madonna, was married briefly to Carmen Electra, and gave loud parties that led to frequent run-ins with the law when he lived in Newport Beach.

Spanish debt costs spiral as crisis deepens
MADRID (Reuters) - Spanish 10-year borrowing costs neared the 7 percent danger level and Bankia shares hit record lows on Monday after the government, struggling to sort out its finances, proposed putting sovereign debt into the struggling lender.

He gave no details of bank recapitalization plans but backed calls for the euro zone bailout fund, which will be in place from July, to be able to lend to banks direct.
Government sources told Reuters Spain may shore up Bankia with sovereign bonds in return for shares in the bank and could use this method to prop up other troubled lenders - moves which would push the country's debts above the 79.8 percent of economic output which had been expected this year.
"This method has been used by Germany and by Ireland in the past, it is perfectly valid," a government source told Reuters.

The government said last week its highly indebted regions faced 36 billion euros of debt refinancing bills this year, way above the previously stated 8 billion. Catalonia said it was running out of options and needed central government help.
A plan to recapitalize Bankia with Spanish government bonds, which the bank could then use as collateral to get cash from the ECB, could add to the government's refinancing problems.
Spain's Treasury insisted it would repay debt maturing without problems.
"We are in a very strong position (to meet debt maturing shortly)," said Ignacio Fernandez Palomero, deputy director of public debt at the Treasury, pointing to redemptions in July and October, when Spain has big amounts due.
Spain's central government and regions need to refinance 117.5 billion euros of debt by the end of the year, while funding a deficit worth 52 billion euros.
It has already shifted more than 55 percent of its debt issuance for the year but about half of the remaining debt maturing in 2012 will have to be repaid in the last three months of the year, making it imperative borrowing costs have been brought down by then.

Bankia parent BFA is set to report the biggest loss in Spain's banking history.
"The figures are much higher than any other release from any other bank," a financial source with direct knowledge of the bank's situation told Reuters.
Despite the 23.5 billion euros rescue cued up for Bankia, its shares tumbled by about 13 percent, pressuring some weaker peers. Its drastic hike in provisions to cover potential losses from repossessed property and souring consumer debt has raised the prospects that other banks may need to do the same.
A wider audit of Spain's banking system should reveal by June what capital gap other banks will need to fill.
"The events at Bankia will reinforce the view that the upcoming external review should identify a significant recapitalization need for the Spanish banking system," analysts at Nomura said in a note, putting a recapitalization of the whole sector at between 50 and 60 billion euros, with the main listed banks requiring an additional 16 billion euros.
Nomura said only BBVA, Santander and Sabadell would not need to strengthen their capital, while the government would need to clean up smaller lenders it has already propped up, such as Banco de Valencia, Novacaixagalicia and Catalunya Caixa.
"Given the current economic and political uncertainties facing the euro zone, this could see additional pressure on Spain to consider using external funds for the bank recapitalisation," Nomura said.

Recently Rawles site had several articles about government agencies collecting date and in late 2011 there were several posts which used Occupy as an example of civil unrest and societal breakdown. Open Laboratory 2013 - submissions so far
It is now expected by the science blogosphere that I post the full updated listing of all the submissions every Monday morning. This serves as a reminder for bloggers to submit their (and other people?s) posts, and to some extent prevents duplicate entries. But most importantly, it presents a growing listing of some of the most exciting work on science blogs. This is a weekly post where bloggers can discover each other and discover blogs they were not previously aware of. Thus it is also a promotion for all the bloggers involved.
The submission form for the 2013 edition of Open Lab is now open. Any blog post written since October 1, 2011 is eligible for submission. We will close the form on October 1st, 2012.
We accept essays, stories, poetry, cartoons/comics, and original art.
Once you are done submitting your own posts, you can start looking at the others?, including on aggregators like ScienceSeeker.org, Scienceblogging.org and Researchblogging.org.
